A single flat file covering every parcel in Caddo, Bossier, and DeSoto parishes — owner name and mailing address, assessed land and improvement values, zoning classification, lot size, flood zone designation, freeboard depth, ground elevation, and InSAR-measured subsidence velocity — anchored by six scored outputs: composite score, flood risk, distress, opportunity, investment, and environmental risk.

Zoning classification: MPC base zone (Caddo), zone1 (Bossier, sparse), NULL (DeSoto — no municipal zoning data held)

FEMA flood zone designation (AE, A, X, AH, AO, etc.)
freeboard_ft
Vertical clearance above Base Flood Elevation in feet. Positive = above BFE; negative = below. NULL where BFE is not defined (Zone X).
ground_elev_ft
Ground surface elevation at parcel centroid in feet (NAVD88), from USGS 3DEP LiDAR
velocity_vert_mmyr
Vertical ground movement rate in mm/year from Sentinel-1 InSAR (Caddo + Bossier only). Negative = subsidence. NULL for all DeSoto parcels — C-band coherence failure due to forest cover.
composite_score
Composite 0–100 score integrating all five scored dimensions. Higher = greater combined risk or distress signal.
flood_risk_score
0–100 flood risk component: FEMA zone, freeboard, InSAR encroachment trajectory, and satellite inundation history
distress_score
0–100 distress component: permit dormancy, code violations, adjudication status, and assessor value trajectory (Caddo full; Bossier/DeSoto partial — permit data pending)
opportunity_score
0–100 opportunity component: land-to-improvement value ratio, location context, and reinvestment signal
investment_score
0–100 investment attractiveness composite
env_risk_score
0–100 environmental risk component: EJScreen burden indicators, EPA facility proximity, and soil contamination signals
