About this product
Adjudicated Property Intelligence enriches the base dataset with five independent data layers — flood zone and freeboard, ground subsidence velocity, 34-year permit history with violation ratio, composite parcel distress score, and LISA spatial quadrant — and applies two purpose-built scoring systems designed for different ends of the same decision.
The Blight Priority Index (BPI, 0–100) measures remediation urgency: it integrates flood severity, ground instability, and environmental burden to rank parcels for demolition budgets, code enforcement routing, and community reinvestment prioritization. The Redevelopment Opportunity Score (ROS, 0–100) runs the other direction — it scores acquisition attractiveness across zoning, construction feasibility, acquisition path clarity, and future land use alignment. A parcel can score high on both (urgent problem, strong upside) or high on one and low on the other. Both are absolute rule-based scores, not population percentiles.
